Error 0x800CCC0F Sending and Receiving

This seldom used XP PC using Outlook Express has been using this Zoho email account for years with no problems. It just started getting this error when sending and receiving email. Nothing has been changed, upgraded, etc. No change with completely disabled AV. Any ideas what instantaneously changed? The account works fine on my Windows 7 PC with Thunderbird. It uses the same settings. The error follows:
