Form customisation - field spacing and position

Form customisation - field spacing and position

Having searched this topic, I learned that 4 years ago, form customisation was being developed.
I have noted the customisation options, and perhaps this was the outcome. However, I'm looking for some control over my fields eg. when 'from' and 'to' dropdown options are used, where clicking from and to displays times eg. from 9.00 to 11.30

 The above layout is probably the clearest layout possible, moreover, all other layout formats do not seem to provide the 'at a glance logic' to help people fill the form, and review the info before submitting.

Can we do something along these lines?
