Group Creation is Still Broken

I have reported this a couple times and it's still not working. Maybe because we have the old enterprise account?

So I want to make a new security group

Next I click "Choose from contacts"

Note that there are no contacts. However I do have many users

This makes it very difficult to manage security.

As we have paid you $1000's over the years I think this bug should be fixed right away.
