Groups very buggy

I am trying to set up a group, but I continually get the following message:

Error!
Sorry we are unable to process your request. Please try again later.

I tried to set up the same group twice, but got the same error both times.
Next time I opened the Group Home page, I see that the group was actually created twice, but the moderator I input has been ignored, and the value is NULL.

So I tried to edit the group, and then delete the group, but got the same message above each time.
