Help Understanding the Plugin

We are new to Zoho CRM and the Outlook Plugin. Currently a couple of us are testing the system and having some trouble understanding it. I have uploaded some of our database to Zoho CRM. I can sych using Outlook. One other person has an empty Outlook Contact file. He is trying to download what I have uploaded from Zoho to his Outlook contact file. Nothing happens. It says there are no changes. He has tried switching between Outlook Rules and Zoho rules but gets the same result. Any ideas?
