How can I give my web developer user permission to credit web forms & other web site related intergration

How can I give my web developer user permission to credit web forms & other web site related intergration

I want to be able to give my web developer permission to create web forms for our website so it'll post directly into our CRM. Is there a way I can create a user account for him so he only has access to do that, I dont want them to have access to our data.
