Add an option to insert hyperlinks to community side panel so we can publish external sites links related guidelines, terms etc.

Setup > Community > Categories > Edit > Description
(zoho may not need to offer toolbox to insert hyperlink. basically allow to add HTML code or markdown)

Note, currently we can add website links and it display as text(issue too) but hyperlink save space than long site URLs
