I want to create users with free features

This is a message: Max user license limit reached. Please purchase/upgrade license to add more user(s) with mailboxes.

I changed to the corporate subscription, I should have the options of the free subscription that has 25 emails to 5GB but I do not have that option I can not create more emails, I want to register more domains to be able to migrate my emails to this platform.
