I cant see user permissions in my app

I cant see user permissions in my app

I tried to search in every corner of the CREATOR! In Manage Users for example or in Share settings, this option doesnt appear to me! I remender to see these options in the old creator but now a cant find!

I wanna create a user with read only permission! Its simple but i cant find! I use a Personal Free Edition with some adds!
