Image field preview and download are broken

Something changed recently (rights-wise?) in which my non-admin users are presented with a broken image icon when trying to view images in a report's Quick View or Detail View.

When they click on an image, they receive the following error message: "Something went wrong. We are unable to show the preview. Please click Download to view the file."

When they try to download the file, they receive the following error message: "Access to download.zoho.com was denied. You don't have authorization to view this page. HTTP ERROR 403"

However, files (like PDFs) are previewable and downloadable.

I've already submitted this to support (with a ticket ID of 88290170), but they haven't found a solution yet, so I thought I would ping the community.

I don't know if it makes a difference, but:
  1. The URL format for a file upload is: https://download.zoho.com/webdownload?x-service=ZohoCreator&event-id=<record_ID>_File_upload&x-cli-msg=
  2. The URL format for an image is: https://download.zoho.com/webdownload?x-service=ZohoCreator&event-id=<record_ID>_Image&x-cli-msg=
