Insufficient permissions when exporting on Windows 10

In Chrome (as well as other browsers) I am unable to export data. I get an error message. It works fine in Mac/Windows7 with same user account. I am able to download other formats like pdf. I am an admin on my local machine. I can also download from other services like dropbox.
