Invite new user/resend

I haven't had much success adding users to my Creator app. I have the most basic subscription (no profiles). Here are the steps I take:

Go to app setting, add user in "Users and Permissions" tab
Go to the share tab of app settings, add user to the top level of the app
Click Dashboard. Click "Share" on every object and paste in the username.
Go back to "Users and Permissions" and delete the user because of what I read in this thread

I have successfully added users in the past but I'm not sure how. Here's the result I'm getting with the above process... Target user does not receive an invite (or claims not to). I have no way to resend the invite. I suggest to the user she clicks "forgot password." She goes through that process but then does not see my app or any others.

What should I be doing?
