When I add a new Jira issue and leave the Reporter on automatic, a Jira user is chosen as the reporter. What decides which Jira user is selected?

Additionally, when the status of the issue is changed in Jira, a comment is added in Zoho. This comment is said to come from a particular user. Is that also determined by the 'Reporter'?
