Multi select causes an e-mail to be sent to staff on submit?

I have created a task management application with a form that tracks tasks and a form that contains staff names and e-mail addresses. The action form contains a Multiselect that allows someone to choose who is responsible for the task. This field is populated by a lookup from the staff field.

I want an e-mail sent to each staff member set as reponsible upon submission. Can someone help? I am new to deluge and really struggling with this.
