In Zoho Finance Only the Default Administrator Profile can convert the Estimates

A different Profile with the Admin level permission cannot convert the Estimate of someone else to a Sales Order, Only and only the default Administrator Profile

Why is that the case? We should be able able to configure in the Profile Permissions who can convert and who cannot 

Our use case is, we have a Project Manager that will look into the Estimate of a Sales Person and verify some data and then convert it to a Sales Order 

the Sales Person cannot create the Sales Order without the verification from the Project Manager

When the Project Manager don't have the Administrator Profile, and we cannot see the convert option unless we apply the Default Administrator Profile to it 

That's a very bad design decision
