"Outgoing disabled" for one of my user accounts.

A user under my domain
[phillip(at)abboteng(dot)com(dot)ng] tried to send an email to several of our clients and his account got the "
Outgoing enabled" option
disabled. I, as the administrator, tried to enable outgoings but I got an error stating that I have to be a paid user to do so.
The user also got an email stating that his user was blocked with
"Reason :Mail Recipient count exceeds limit [Recipients=68]".
How do I enable this user to send mails again? How long do I have to wait if it will be automatically enabled after a period of time (although he needs to send emails to clients right away).
I have explained to him what he did to have caused this issue and we have taken steps to not have this happen again.
