Outlook only syncing owner contacts not all

Outlook only syncing owner contacts not all

Outloook sync with Zoho CRM is only syncing the contact owner records.  I can't seem to get it to synchronize all contacts.  I have set all contacts in data share to public read/write/delete.  Can the sync allow the users to see all contacts?
