I have been using Zoho creator for 5 + years, I am on one of your older plans that costs $15 a month and includes 3 users and unlimited apps. 

I am trying to set up different apps that will allow me to send from different emails depending on the relevant user. 

I have managed to set this up so everything is working fine, however when I go and create a 4th app using the 2nd user it says that I have a limit of 3 apps. However the plan that I have clearly says 3 users and unlimited apps. Can you advise why this is?

I have sent a support ticket on Monday but as yet I have not heard back.
