Share Option setting is not available in Another Person's Account

Share Option setting is not available in Another Person's Account

 i am using an enterprise edition in  creator  and i need to get an application via sharing   from an another person's creator  account  and he want to assign some permission for me but he can't able to assign permission for me because the option  " users & permissions"  option  is not available in that account  then he too using an enterprise edition plan.

is there any way to do it for assign such option ?
