Spam Control Blacklist Not Working

I'm trying to blacklist a new domain (.top) in Spam Control, but after I enter it nothing happens when I click "Save." It does not get added to my existing list. Nothing happens when I click the "Save" button. I've tried 3 browsers and two devices.
