Tagging Documents

How do you tag a document?

I just signed up today. Maybe I missed the icon or command, but I can't find it. I tried clicking on the "Tag" icon at the bottom of the page. A box with "= Tag:" appears. When I tried entering text into it, it was replaced by the search feature.
