Tags

I think the tagging system needs some tweaking. Ideally I'd like two things:-

1. autocomplete when adding tags.
2a. a tag interface listing all tags used
2b. tag search function with ability to find documents by more than one tag.

2a/b would ideally have a 'tags' drawer in left panel.
