The Create Account is not vissible / available in the User Details

The Create Account is not vissible / available in the User Details

Dear Zoho,

I want to change the Super Admin User to another email adress. I followed your instructions to do that. 
But I get blocked on the Configuration Screen > User Data > Create User. 

Problem. I do not see the Create User in the options. It strats with Import User.
