My Zoho user ID is 671737797, and I am the super admin for the domain satoandsaso.com

I tried to add new users to the domain, but I was told

" You do not have permissions to create this account in Zoho Mail. Reach us at support-as@zohocorp.com for further assistance."

I don't seem to know what the problem is. Please kindly help me out.
