Firstly, I am an administrator on all the apps / account.

Secondly, when I try to integrate Zoho Meetings in Zoho Campaign by following the integration steps here: Webinar integration in Zoho Campaigns , I eventually end up with a screen that says "only an administrator in zoho meeting can connect the account".

I am an administrator across all apps, including Zoho Meeting.

Why is it not working? This has never happened to me before.
