User Hourly Rates - Template

I am trying to get my users hourly rates added to the User Hourly Rate - Template. The template is not pulling any information regarding the user and/or projects from Zoho Projects so that I can manually enter the users rates, or set it as a default.

Please advise as to how I accomplish this.
