Users do not receive internal emails sent directly or to a group they are a member of

I have tried extensively with several users and also gone through this documentation:  https://adminconsole.wiki.zoho.com/mail/Groups.html#Group_Email_Address_as_Individual_Alias:

Messages sent from outside (client1) to group1 are arriving as they should.  When user1 selects "reply all", the rest of the group (user2, user3, user4, user5) are not receiving the message, even though they are members of group1 and both options are enabled as per the documentation:

(select group) --> (for each member) --> Edit --> Send as Group --> "Allowed"
  **Note** In the documentation, it says to select "Allow" which is inaccurate.  The correct option is "Allowed".

(select group) --> Advanced --> Enable "Allow members of the group to send email using Group Email Address as From address"
  **Note** In the documentation, the following wording for this option is inaccurate:  "Allow members to send email on behalf of the Group"
