Where is publish option?

Hi,

I checked tab "Developer Zone" but i can't find option "Contribute your apps to marketplace" (as per the help @ http://zohocreator.wiki.zoho.com/Publishing-applications-to-market-place.html) plz help me.. i need to transfer the application to my fellow team member who will be working no onwards.
