wrong developer permissions in new layout views

In the new views layout, if the application is in my account, I have access to the following menu

But if I am developer and I built an application for a client, the same menu looks different.

I think that this should not happen, as long as I have full developer rights, I am not a simple "shared user" - so please fix this. I can't even get the embed code.
