Zoho Outlook 2010 32 bit installed, but remains in the Inactive section

Zoho Outlook 2010 32 bit installed, but remains in the Inactive section

In Outlook, I go the Add-ins and can clearly see the Zoho plugin there.  I open the dialogue, check the box to activate, but that does not take effect.
In the attached error message, there is a runtime error loading the plugin.
Urgent that I get this resolve
