Access Denied

Your access to this website has been revoked because the account was downgraded by the site owner. It will be restored when the account is upgraded again.

Used to ok, As I asked vendor to develop this website for me and I take over from there, I am not sure what is the problem, should I upgrade my account or the vendor need to upgrade their account, how can I take over the site totally?
