Assigning a lead to an account based on location

I do real estate marketing and refer home buyers to real estate agents. The lead enters the cities they want to buy in if more than one city they put a comma inbetween each city. The agents I have as accounts do the same thing. I need a way to automatically match the lead to the agent if the city matches, how can I do this? Zoho only allows 30 rules so I am limited to a few agents when I will have about 200 agents within 6 months. How can this be done?
