When I create a new file and add it to a workspace, I should be able to right click on the file in the workspace and select Check-In/Check-Out; however, this is not the case.

 

The only time I've been able to get the Check-In/Check-Out menu item to appear is when I have uploaded a file (as opposed to creating a new online file). Is this the expected behavior?
