How do I add multiple users to the Project if I have Manager access?

How do I add multiple users to the Project if I have Manager access, I am able to add multiple user If I am Admin using "Import Users--> From Google Apps" but If I am a Manager "From Google Apps" option is not getting listed, only "From CRM" is getting listed, is this a bug?
