restrict users from seeing other users in the app

restrict users from seeing other users in the app

i dont want my users of a certain level to be able to see other users and be able to assign tasks to them, or be able to communicate with others as well. i am settig this up to just assign them a lead and that is the only thing i want them to be able to use this for.
