There is a problem with connecting third-party plug-ins to the site.

I need to implement pop-ups and hints on the site. For this purpose was chosen an easy and simple JavaScript (JQuery) plugin . But I can not connect it to the site. I tried downloading the necessary files directly to the site folder. I tried to connect by reference.But the result is the same - nothing works.

Could you give instructions on connecting third-party plug-ins to the site?

And if there are any restrictions, describe them.
