Is it possible to run a filter on a specific email and ignore incoming emails?

For example, I usually go through my emails and a lot of them I decide I should for forward the email to another user and move the email to a specific folder.

What I want is to have a filter that I could run on this single email to do this when I want and not in all emails that matches a condition.
