I have created a custom module called "systems" and have added it to my required layout. But I can not get it to actually display to the help center end users :



If I click on the gear then there are no options for permissions, I've gone through all of the roles and permission sets as well as check the permissions for the module itself.  But when I try to test raise a ticket - the field just isn't there.

Please help.
