Can't use public applications on free account

I looked around for awhile about information regarding this, but I didn't find anything explaining why I can't use public forms.

Whenever I try to change a form to public the option is grayed out and it suggests upgrading my account. However in the business version faq it says that I should be able to create a public app accessed by unlimited users - inside of the free edition.
