Desktop/browser notification on new Tickets

i am trying to figure out how to setup the system so i can get a browser notification each time a new ticket is created in our system.  (ie status is open & ticket owner is empty).

i see these two threads 

---this one  i dont see the options about time based stuff ie hours since created.


i see this concept mentioned here but not sure how to implement it.
