Email Message says Max 32,000 Characters and the email is less than that and won't send

Email Message says Max 32,000 Characters and the email is less than that and won't send

I have emails that are frequently not allowed to be sent because of the 32,000 character max rule. There are no way these emails are close to that.  Other times emails longer than the ones being blocked are going through.

I do have my signature on each email.  Previously, I had a similar problem on a former account and I solved it by using an image for my signature.  I have done that here and it does not solve the problem.  what can I do?
