email sending blocked - Usage Policy

I recently signed up with zoho to get a new email address.  I don't need a domain, just an email account.  I would like it to be able to use IMAP so I can use it with the mail program that I'm familiar with (Windows Live Mail), so I purchased the upgrade for that for 1 year.  I tried sending a test email from my new zohomail address from within Windows Live Mail and it worked, so I thought everything was good.

Then, I tried to send an email to a contact list consisting of my family (6 contacts total) to let them know my new email address.  The message failed to send and I got the following error message:

An unknown error has occurred.

I went to mail.zoho.com/UnblockMe to unblock, but it still wouldn't let me send the email. 

I literally want to just be able to send an occasional email to a few contacts on a very small contact list. It is insane that sending 6 emails would violate your usage policy.  In fact, nowhere on your website where it describes the usage policy does it say how many emails we're allowed to send.  I have no intention of sending spam to anyone, I just want a usable email account.
