garbage code generated from Chinese characters

What do we have to do to change a page's "title" without changing its "name"?(as far as I know, page name is associated directly with the page's URL)

Now, my situation is:
I have a page with a name in Traditional Chinese, then I create a new page, and try to make a hyperlink to that page through the "Insert Web Link" button. The link can be made alright, but when I click on that link, it brings me to another new page with a strange name(actually I think it's garbage code automatically generated from those Traditional Chinese characters :cry:).
