Requiring secrets to be created before creating a chamber
Why can't a user or admin create empty chambers, and then start creating and adding secrets to them as needed?
Let's suppose you are setting up a new file directory for employees to use? What's the first thing you do? You create your folder structure FIRST! Then your employees start putting files in those folders. That's exactly what I want to with chambers, and then have employees start to add secrets to those chambers.
As a workaround I am creating a dummy password to add to newly created chambers so I can create a chamber structure, but I should not have to have put dummy passwords in every single chamber just so I can create them. Similarly, I want to encourage employees to engage in good processes for our business. That means creating a chamber for each client, and THEN starting to put secrets into those chambers.
