The default tax rate didn't applied when creating a new invoice!

The tax treatment for the customer is Not vat registered as shown in the picture but is located in U.A.E.

also the designated zone it's unchecked.

when creating a new invoice should apply the default tax, it's doesn't apply? what might be the problem?

 - When creating an invoice from the Zoho books system, I'm able to add the standard tax but when make it using the APIs, it |
   generates an invoice with an exempt rate
