My forums are setup to create a ticket when topic is created and also set for moderation.

Why is the ticket not being created?  I saw another post on here that says it takes a while for the tickets to be created.  It's been 30 minutes now and I have not seen a ticket.  How do I moderate the topic, if I can't see it?
