Unable to set up a review process for KB categories associated with multiple departments

When a KB Category is associated with more than one departments, it is impossible to set up a reviewer. 

Even if a reviewer is already assigned, the moment a second department is associated with a category, the reviewer option is no longer available, and the "Submit for Review" button disappears. 

Please add the option to set up a review process for categories associated with multiple departments.
