Unable to verify email forwarding address

I am trying to setup email forwarding for my Zoho email. I am currently on the free trial. I have tried:

- Adding the email forwarding address under Mail Accounts here: https://mail.zohocloud.ca/zm/#settings/mailaccounts
- Adding the email forwarding address under Mailbox Settings -> Email Forwarding here: https://mailadmin.zohocloud.ca/cpanel/home.do#users
- Disabling POP access

When I click to resend the confirmation email, a toast is displayed that says "Confirmation email resent successfully", however I do not receive a confirmation email.

Please let me know if I am missing a step here. I don't see anything in the UX to indicate email forwarding is not possible, but maybe there is an ongoing bug.
