Can't scroll the page down unless I refresh the page

Hello,
This issue has been going on with me and a lot of other users in my organization, we can't scroll down! the scrolling side bar doesn't appear and scrolling down through mouse or keyboard keys doesn't work, it seems that the page just ends in the visible area, to correct that we just have to refresh the page so the scrolling side bar would appear and then everything works normal, it never happens in a list like candidates' view, clients, contacts or interviews it mostly happens when adding a new candidate, client or contact, sometimes in the setup screen like the attached one, we all use Google Chrome
