3-tier tax rates (hi-rate on some items and low-rate on different items and no-rate on certain service items)

My state requires the collection of sales tax at the standard rate (6.25%) on general merchandise while requiring the collection of a reduced rate (1%) on certain food items sold to retail consumers.  The standard sale tax options in Zoho appear to only allow an item to be universally classified as either taxable or non-taxable with no ability to assign items to a specific tax tier or tax group/ classification.  Is there a way to expand Zoho's tax-calculation flexibility by creating a custom field for user-defined "tax item classifications" (to which each item can be assigned to a single tax class), and another custom field for user-defined "tax customer areas" (to which each customer can be assigned to a single area) -- which then allows the creation of a tax rate table where users can enter the specific tax rate that applies to each intersection of an item's tax classification and a customer's tax area for each user-defined Tax Authority?
This would be beneficial not only for businesses selling food & medicines along with general merchandise -- but also for businesses that sell to both retail consumers and wholesale customers (for resale) since many items that are taxable to consumers are non-taxable when sold to licensed resellers (while some non-resale items are still taxable when sold to many retailers).
The tax table I described would also solve the tax problems of invoicing many "special taxes" like municipal "beverage taxes" and "lease transaction taxes" that must be charged by wholesale distributors when invoicing deliveries or leased equipment to retailers even though they are exempt from state sales tax on these items.
Let me know if there is a Zoho customization available for this.  It may determine whether we use Zoho Books, Zoho Invoice, or Zoho CRM for mobile invoicing of our customers' orders... or if we must look for a non-Zoho invoicing, inventory, and accounting solution.
